I beg to ask the First Lord of the Treasury whether any steps have been taken by Her Majesty's Government to provide for the national insurance of maritime war risks in case of war; and whether he has yet been able to ascertain which is the Government Department to which the consideration of this matter may be properly referred?

In answer to my honourable Friend I have to say that no steps have been taken as suggested in the first paragraph As regards the second paragraph, I do not think it is a departmental matter at all, because, if it has to be considered, it must be considered by the whole Government.
