I beg to ask the Secretary to the Treasury, as representing the Postmaster-General whether the Postmaster-General has considered the question of making the first three miles for the delivery of telegrams free to all; and if so, what decision has he come to?

The question of making no charge for the first three miles has, of course, been considered, but no further concession can be made.
