FIRBANKI beg to ask the First Lord of the Admiralty whether, in view of the fact that Wei-Hai-Wei is without cable communicator with the Admiralty or Hong Kong, and that there is constant risk of interruption by land telegraph, the Government will consider the desirability of laying a cable from Shanghai to Wei-Hai-Wei?
