§ MR. CALDWELLI wish to call attention on a point of order to a new clause which was added to the Bill, and which refers to a matter of local rating, and is not an ordinary case of lending money out of the Public Works Loan Fund. Even assuming that it is competent to introduce the matter of the extension of the local area for rating, it ought to be limited to the purposes of the Public Works Commission. I submit that that part of the clause takes the clause outside the scope of the Bill.
§ MR. SPEAKERI cannot rule the clause out of order on the grounds stated.
