ASHMEAD-BARTLETT (Sheffield, Ecclesall)I beg to ask the First Lord of the Treasury whether the fact that the Tsar's recent abrogation of the free constitution of Finland will increase the annual number of Finnish conscripts to the Russian army from 1,900 to 7,200, and the fact that the Tsar has recently given an extra grant of £9,000,000 to the Russian navy will be brought before the Peace Conference.?
