I beg to ask the First Lord of the Admiralty whether he can undertake that our delegates to the forthcoming Peace Conference shall be instructed to call the attention of their colleagues to that passage in his Annual Statement in which he expressed a willingness to reduce our Naval Estimates, provided the other Powers reduce theirs?
