I beg to ask the President of the Board of Trade whether he has received from the Attorney-General or other law officer of the Crown an opinion as to whether section 210 of the Merchant Shipping Act, 1894, applies to all seamen employed on British registered vessels, regardless as to the port or place where they are engaged?
