§ THE PRESIDENT OF THE LOCAL GOVERNMENT BOARD (Mr. H. CHAPLIN, Lines., Sleaford)Model by-laws on this subject have been prepared, and copies of the draft have been sent to the County Councils Association and the National Traction Engine Owners' Association for their observations. I have only to-day received the reply from the latter. Some points have been raised for consideration, but I hope that the by-laws may be issued at an early date.
