SEALE-HAYNEI beg to ask the President of the Board of Trade whether he will grant a Return of all the bounties, direct and indirect, on the production or export of sugar given by France, Germany, and Austria; and, if he is unable to supply this information, whether he will lay upon the Table of the House a copy of a Circular issued by the Secretary to the United States Treasury on 12th December 1898, giving particulars of the sugar bounties, direct and indirect, given by the principal continental countries?
