I beg to ask the Under Secretary of State for Foreign Affairs whether he is aware that the export of herrings from the United Kingdom to Russia, is rapidly increasing, the figures for 1897 being 180,770 barrels, value £195,016, and for 1898, 310,585 barrels, value £360,080; and that, although the wharfage accommodation at St. Petersburg has been improved, Stornoway export merchants complain that the arrangements are still most unsatisfactory; and, will he consider the expediency of again representing to the Russian Government the necessity for a still further improvement in the facilities for the discharge and storage of herrings at St. Petersburg?

Instructions were sent a few days ago to Her Majesty's Ambassador at St. Petersburg to make renewed representations with the view to obtain further improvement in the facilities for the discharge and storage of herrings at St. Petersburg.
