I beg to ask the Secretary of State for the Colonies whether Her Majesty's Government has now arrived at an understanding or agreement with the Governments of Canada and Australasia in reference to the construction of a Pacific Cable, as recent proceedings in the Parliament of the Dominion of Canada would seem to suggest?
