I beg to ask the Under Secretary of State for War if he can state the percentage of men to the total who have been granted the messing allowance after fulfilling the conditions of military efficiency, and the average length of their service on the date of their obtaining that grant, distinguishing between those who had joined the Army before the new regulations came into force, and those who entered the Army subsequent to that date?

It would be impossible to give the honourable Member the information he requires without calling for Returns from the whole Army, which would throw a large amount of labour upon commanding officers. The allowance has generally been accepted.
