HC Deb 11 April 1899 vol 69 c784
MR. D. A. THOMAS (Merthyr Tydvil)

I beg to ask the Under Secretary of State for Foreign Affairs if he can state whether Mr. Cecil Rhodes, in his recent visit to Berlin and reported negotiations with the German Government, acted under any previous arrangement or authority, either explicit or implied, with or from any Minister of the Crown in this country?

MR. BRODRICK

Mr. Rhodes, in his recent visit to Berlin and negotiations with the German Government, acted entirely on his own initiative, and this was perfectly understood by all concerned.
