The expressions "local authority" and "authority" respectively include a grand' jury, but, of course, the term is rather narrow, and I think it should include the governors and directors of asylums.

I think it would be possible for some officer to be dismissed in the meantime. Suppose annual election occurs after the passing of the Act before the appointed day. The result will be that they have no protection whatever.
