I beg to ask the Secretary of State for the Home Department, whether the promotion of Mr. Bartle, Storekeeper of Leeds Prison, to be a deputy governor was recommended by the Commissioners of Prisons on the ground of opening up a fresh channel of promotion for members of the clerical staff; and whether any other promotions of members of that staff to the rank of deputy governor have been made?
