I beg to ask the Secretary to the Treasury whether application has been made to the Lords Commissioners of Her Majesty's Treasury by the Education Department, on behalf of a temporary typewriter employed in that Department, for his appointment to the permanent staff of the Department, or for an increased rate of pay; whether such clerk is a son of one of the staff officers of the Department, and whether he has so far been employed without having been certified by the Civil Service Commissioners as regards his fitness in respect of age, health, character, and attainments; and whether the rate of pay asked for is greater than that accorded to a clerk of the second division, entering by open competitive examination, after 15 years' service?
