On the Order for the Second Reading of the Mersey Docks and Harbour Boards (New Works) Bill,

I do not intend to oppose this Bill on its Third Reading, but I should like to know from the promoters when they intend to carry out their promises made to the House, or whether any steps are being taken to ensure their being carried out at an early date?

Instructions have already been given to the engineer to do the work, and we have no doubt that it will be proceeded with as soon as practicable.
