I beg to ask the Under Secretary of State for War whether his attention has been called to a suggestion recently made in a public letter by Mr. Justice Wright, to the effect that some special court should be established before which any grievance, or supposed grievance, of any Army or Navy officer could be presented for consideration without regard to legal technicality; and whether the Secretary of State for War will take any steps to carry out the suggestion?
