I beg to ask the Under Secretary of State for Foreign Affairs whether any communication has passed between Her Majesty's Government and the Government of America in respect to an alteration in the commercial Treaty between this country and America; and, if so, whether, before any alterations are made, opportunities will be given to the Chambers of Commerce in this country to express their opinions and make suggestions as to same?
