I beg to ask the Attorney General if it is against the neutrality laws for a British subject to sell and deliver to a subject of either of the present belligerents a merchant steamer intended to be used by the purchaser only for the merchant service?

The answer to the honourable Member's Question is in the negative, assuming the facts to be as stated in the Question, but I must point out that every case will be decided according to the special circumstances attending the sale and the character and description of the ship.
