I beg to ask the First Lord of the Treasury whether he is in a position to inform the House as to the changes in respect to the internal water communication in the Chinese Empire?

As stated in the House on 21st March, regulations with reference to the recent opening of all internal navigation are being drawn up by the Inspector General of Maritime Customs, and will be communicated to Parliament as soon as received. We have recently inquired of Her Majesty's Minister at Peking what progress is being made, but have not yet received his reply.
