I beg to ask the Under Secretary of State for Foreign Affairs whether the clause in the War Revenue Bill now before the American Senate, which imposes heavy tonnage dues on vessels arriving in the United States, has been definitely abandoned; and whether tonnage dues will continue to be levied as heretofore under the Act of Congress of 1886?
