I beg to ask the Under Secretary of State for Foreign Affairs if there is in existence any agreement or understanding between Great Britain and France, Germany, or any other Power, binding the parties to it not to acquire further islands or territory in the Pacific? May I add that I am sure the whole House joins with me in congratulating the right honourable Gentleman on his recovery from his recent illness.

I have to inform the honourable Gentleman, whom I thank for his kind remarks, that there is in existence no such general agreement or understanding, although special arrangements have from time to time been concluded with regard to particular islands in the Pacific.
