I beg to ask the Secretary of State for the Home Department whether he has collated the draft prison rules with the rules in force in Scottish and Irish prisons respectively; whether the particulars in which the draft rules differ from the other rules have been advisedly made, and whether they are based upon differences in the circumstances of this country?

No, Sir; I have not made any such detailed comparison as is mentioned in the Question. If by the words "other rules" in the second paragraph the honourable Member means the existing English rules, the answer is in the affirmative.
