I hope that no hon. Member will object to the Second Reading of this Bill being taken now. Many local authorities throughout the country, representing 80 per cent. of the population of the country, have pronounced in favour of the Bill, and I ask the House to read it a second time now, in order that it may be sent to a Select Committee.
