§ MR. GERALD BALFOURThe power to amalgamate workhouses exists already under the Poor Laws, and I trust and believe that under the Lunacy clauses of the Bill an additional reason will be found for a judicious exercise of this power by the Local Government Board with the concurrence of the guardians of unions concerned.
