§ THE LORD ADVOCATE (Mr. GRAHAM MURRAY,) ButeshireThe transfer of Science and Art Administration to the Scotch Education Department does not take place until the new financial year. The Science and Art Directory has not hitherto been issued till August or September, and the present Directory must regulate the grants for this year. The course indicated in the Question of the hon. Member has been under consideration, but it is impossible at present to come under any obligation in regard to it. The hon. Member will have observed that the regulations as to drawing and manual instruction have been included in the Code for 1898.
