I beg to ask the Secretary of State for the Home Department (1) whether any regulations have yet been made (under the authority of Section 12 of the Criminal Lunatics Act, 1884) for the treatment of weak-minded prisoners; (2) whether such prisoners sentenced to penal servitude are collected at Parkhurst Prison; and (3) whether there are any regulations or standing orders respecting the treatment of these prisoners at Parkhurst; and, if so, will he lay them upon the Table?

The answer to the first and third paragraphs is in the negative, and to the second in the affirmative. The hon. Member will find the action taken by the Prison Department with regard to these cases, which has my full concurrence, in paragraph 61 of their last Report.
