I beg to ask the Secretary of State for the Home Department whether unconvicted prisoners in English prisons are allowed to smoke while at exercise in the open air; if not, as this practice is allowed in Irish prisons, will he extend it to English prisons?

Unconvicted prisoners in English prisons are not allowed to smoke. As to extending such a practice to England, I was not aware that it obtains in Ireland, but I will make inquiry.
