§ THE SECRETARY OF STATE FOR THE COLONIESI have no reason to believe that the new arrangements for the administration of Norfolk Island are not 976 working satisfactorily. It has not hitherto been the practice to present an annual report on the affairs of Norfolk Island, and I do not propose to make any change in this respect.
