MR. CURZONThe Russian authorities in Corea are believed to be in negotiation with the Corean Government for the establishment of a coal depôt on Deer Island, where the Japanese already possess a similar site. But we have heard nothing of a Russian occupation.

MR. CURZONI do not think there is anything whatever to prevent the Corean Government giving a site for a coal depôt to the Russian Government or any other Government.
