BAILEY (Newington, Walworth)I beg to ask the President of the Local Government Board whether an owner of a tithe rent-charge, who is also owner of several of the lands subject to the tithe rent-charge, is liable to pay rates and taxes upon the total annual value of the tithe rent-charge, or only upon so much thereof as is actually payable to him in respect of the lands of which he is not owner?
§ THE PRESIDENT OF THE LOCAL GOVERNMENT BOARDAs regards the question of rating which is put to me, it is a purely legal one. There is no decision of the courts, so far as I am aware, on the subject, and as I have no jurisdiction to determine the question, I am not prepared to express an opinion with regard to it.
