MR. PHILIPPSI beg to ask the Secretary of State for the Home Department whether he would give directions that historical documents deposited at the Home Office should be so arranged that students could be allowed access to them, as they are to those deposited in other State Departments, and that all Home Office documents before 1815 should be open?

I have nothing to add at present to the answer which I gave on Friday last to the right honourable Baronet the Member for the Forest of Dean,, that I hope to be able to make arrangements in the direction of relaxing the present rules.
