I beg to ask the Secretary to the Treasury whether he is yet in a position to state particulars of the scheme, the outlines of which he foreshadowed on 4th April, in connection with the Customs Outdoor Department; and, if so, when it will come into operation?

The scheme to which I referred on 4th April is one relating, not to the Customs Outdoor Department, but to the grades and rates of pay of collectors and other officers in charge of ports and sub-ports. It has not yet been submitted to the Treasury, but I understand that the Board of Customs have practically completed the framing of it, and hope to submit it in the course of next week. I will give it as early consideration as possible, but it will require careful study, and it will probably be some little time before a final decision can be given upon it.
