Page 2, line 14, at end, insert— Where a road authority and the engine owner fail to agree as to the amount of compensation to be paid under this section, the differences between them shall be settled by arbitration under the Arbitration Act, 1889. Where a road authority weighs locomotives and wagons under this section, a certificate of weight shall be given which shall exempt such locomotives and wagons from being weighed during the continuance of that journey."—(Mr. H.
