LEUTY (Leeds, E.)I beg to ask the Secretary of State for India whether he is aware that the Commissioner of 293 Jullundur, when Deputy Commissioner at Jhelum, caused a high native official of the Public Works Department to be whipped because he did not salaam to the said deputy commissioner; whether the same gentleman was recently entrusted with the superintendence of delicate and important plague operations in the Jullundur Division; and whether it is proposed to take any steps in the matter?
§ THE SECRETARY OF STATE FOR INDIAI have ascertained that it is not true that the officer who is now Commissioner of Jullundur caused a high native official to be whipped, as suggested in the Question. This being so, I do not propose to take any steps to question his fitness for any post to which he may recently have been appointed, though I regret the honourable Member did not verify, before he gave it currency, this grave imputation upon the character of a high official.
