BALFOUR,) Manchester, E.In answer to my honourable and gallant Friend I have to say that, as I think I stated in the House on Friday, we shall take the Army Estimates on Thursday next. In giving this reply I ought to guard myself from any supposition that we agree with the gloomy forecast the honourable and gallant Gentleman has made with regard to recruiting.
