WEBSTER (St. Pancras, E.)I beg to ask the Under Secretary of State for Foreign Affairs if the Russian Government have demanded that the reorganisation of the Chinese Navy be placed solely under the control of Russian officers; and whether that is in accord- 843 ance with the wishes of the Imperial Government of China; if at a time of peace any similar demand has been made by one independent Government to another; and whether, if this demand has been made and is enforced, the Government propose to take any steps to enforce the Resolution passed by this House this Session to maintain the integrity of the Chinese Empire?
