GORSTI am unable at present to give an answer to the noble Lord's Question, as the census of certain parts of the city, which is being taken by the School Board, at the request of the Education Department, is not yet completed. No change will be made in the practice of the Department in regard to the subject mentioned in the second paragraph of the Question.
