I beg to ask the Secretary of State for the Colonies if he will be so good as to undertake not to propose any Resolution for the grant of further pecuniary aid from the taxpayers of the United Kingdom to relieve the industrial distress in the West Indies until the instructions to the British delegates at the Brussels Conference on sugar bounties, and the proceedings at the conference, are in the hands of Members?

My right honourable Friend the Colonial Secretary has asked me to answer. The Government agree with my honourable Friend that the Supplementary Estimate should not be taken until the Report of the Sugar Conference is in the hands of Members; and I believe it will be before the end of next week.
