I beg to ask the Vice-President of the Committee of Council on Education whether he has taken legal advice as to the interpretation of section 4 of the Education Act, 1891, under which he is sanctioning the imposition of school fees upon poor law children at present receiving free education in public elementary schools; and, if so, whether he will communicate the advice to the House?
