I beg to ask the Chancellor of the Exchequer whether he has any information as to the practical effect of the imposition of the double income tax in causing capital to be withdrawn from the Colonies concerned and invested elsewhere; and, if not, whether he would, in co-operation with the Colonial Office, by circular or otherwise, obtain authoritative particulars from the various Colonial Governments on this important point?

I have no information as to the effect of a Colonial income tax on the investment of British capital in Colonies where it exists, and I think it would be impossible to obtain any particulars from which a trustworthy conclusion could be drawn.
