I beg to ask the Under Secretary of State for Foreign Affairs whether Russia has withdrawn her opposition to the ratification of the Hong-kong and Shanghai Bank loan for the extension of the Northern Railway to Niu-chwang on the condition that no mortgage upon the permanent way is given to the Bank, and that the control of the line remains in the hands of the Chinese; and, if so, whether Her Majesty's Government will insist that similar conditions shall be imposed in all cases where foreign capital other than English is employed in the construction of railways in China in conformity with the conditions of equality of treatment secured by the Treaty of Tientsin?
