I beg to ask the Under Secretary of State for Foreign Affairs if he is in a position to give the House any information as to the proceedings at the International Conference convened at Brussels by the Belgian Government upon Sugar Bounties, as to the probable result thereof as regards the abolition of the bounties, and as to the reason why the Conference has adjourned sine die; and if he can lay upon the Table the instructions issued to the representatives of Her Majesty at the Conference?

My honourable Friend will find a full answer to his Question, as well as the instructions to the British delegates, in the Papers which are about to be presented.

On behalf of the honourable Member for the Abercromby Division of Liverpool, I beg to ask the Under Secretary of State for Foreign Affairs if he has any information whether at the adjournment of the Conference at Brussels the Belgian Government undertook to negotiate with certain Powers to promote a common agreement as to the Sugar Bounties, and whether that Government has now declined to take any such action: and, if so, whether there is a reasonable hope of the abolition of bounties by international agreement?

The circumstances attending the adjournment of the recent Conference at Brussels will be found narrated in the Papers about to be laid. We have not heard of any refusal on the part of the Belgian Government to act in the matter.
