I beg to ask the Attorney General for Ireland whether he can state under what Act and section thereof money can be obtained by local authorities to provide technical and industrial, institutions; whether he is aware that the Local Government Board recently refused to advance a loan to the Blackrock Commissioners for the purpose of building a technical and industrial institution; and whether facilities will be granted under the Local Government Bill to enable the erection and maintenance of technical and industrial institutions?

The enactment referred to in the first paragraph is the first section of the Technical Instruction Act, 1889. I am aware of the matter mentioned in the second paragraph, but since then the board have been advised that they have power to make such an advance, and the Commissioners will be so informed. No provision need, therefore, be made enabling the Local Government Board to deal with the matter.
