I beg to ask the Under Secretary of State for Foreign Affairs whether in 1890 Herr Goethe, a German subject, proprietor and editor of the Mercantile Gazette, published at Bangkok, was tried by the German Consular Court for having published articles against the King of Siam; and whether, that being the offence imputed to Mr. Lillie, the same procedure might have been followed in Mr. Lillie's case, in order that the justice of the allegations made against him might have been judicially tested?

We have no information with regard to the case mentioned in the first Question, and I am accordingly unable to offer any opinion as to whether it would have been practicable to adopt the same procedure in the case of Mr. Lillie.
