On the Motion for the Second Reading of this Bill,

SIR J. BRUNNER (Cheshire, Northwich)

This is a Bill to provide machinery. It has met with the approval of the Local Government Board and the Secretary for Scotland, and of all the Members of the constituencies concerned. It is to fill up a small gap between the Local Government Act for England and the Local Government Act for Scotland. As it is a mere piece of machinery, Mr. Speaker, I hope the House will permit the Second Reading to be taken.

Objection being taken, the Bill stood over.
