I beg to ask the Under Secretary of State for Foreign Affairs whether the withdrawal of protection from a British subject, in the case of Siam and in similar cases, rests wholly on the discretion of Her Majesty's representative on the spot; and whether there exist any public documents in which the principle which governs such cases is laid down?

In any case of doubt Her Majesty's representative would certainly refer to the Secretary of State for instructions, as was done by Her Majesty's representative at Bangkok in the case of Mr. Lillie. There are no public documents such as are referred to in Question 2.
