I beg to ask the Under Secretary of State for Foreign. Affairs whether he can state to the House the terms and conditions upon which the concession for the Pekin-Hankow Railway has been granted, and also on what terms and conditions the Russo-Chinese Bank is providing the money for the undertaking; and whether equal rights are expressly reserved for British commerce, as guaranteed by the Treaty of Tientsin?

I informed the honourable Member last week that the terms of the agreement have not yet reached us, and I must repeat the same answer now.
