I beg to ask the Under Secretary of State for Foreign Affairs whether, with reference to the negotiations with the North Sea Powers regarding the fisheries question, he is now in a position to state the nature of the instructions to our representatives abroad; and whether any statement on the subject will be made before the Recess?

MR. CURZON

I do not know to what instructions the honourable Member refers. The negotiations for an international inquiry were initiated by the Swedish Government, in whose hands its prosecution must rest in its initial stages.
